• The producer's own investment must correspond to at least 30% of the production costs (or of the German share, in the case of an international co-production). The production costs must be calculated according to the rules laid down in the German film law (Filmförderungsgesetz) and as specified in the guidelines for production support of the Filmförderungsanstalt (FFA). An amount corresponding at least to the amount of funding awarded, must be spent in Berlin or Brandenburg and this relating to direct costs for the production.(Regional-effekt). A signed distribution contract for a release of the film in film theatres in Germany is a pre-requisite for the awarding of production support. The support must be repaid from the producer's share of the receipts. The repaid share corresponds to half the funds percentage contribution to the production budget (calculated&accepted production costs). The obligation to repay the advance expires five years after a master copy or video of the project has been submitted to the Board. Funds repaid by a producer will be made available again to the producer as so-called "reference funds", i.e. funds held in reserve and specifically earmarked for use by the producer for the preparation or production of a new film project.

• The maximum percentage-rate of production costs which may be covered by funding from the Filmboard is between 50% and 70%, depending on the level of the total budget

• To support qualitative and quantitative development of the commercial film industry in Berlin-brandenburg; - to strengthen the economic power of film companies together with the infrastructure in the Berlin-Brandenburg region - to foster the varied and creative talents of high-standards for the production of film and tv in Berlin-Brandenburg.
